Vietnamese authorities are thinking about a big change in how people access casinos. They are proposing flat-rate tickets instead of needing to show financial proof.
The VietNamNet reports that the Ministry of Finance has proposed a fixed entry fee. This fee is VND 2.5 million (US$100) for 24 hours. For a monthly pass, the fee would be VND 50 million.
The proposal is part of a draft decree that is open for public consultation. It keeps the current pilot program. This program allows Vietnamese citizens to enter casinos if they meet certain basic conditions.
You must be 21 years or older. You should have full civil capacity. You cannot be under a self-imposed or family ban. Under current rules, locals need to show financial documents to prove their income. This has made it hard for travellers and casino operators.
The Ministry noted that this requirement has blocked many legitimate players from entering casinos, while administrative inefficiencies continue to contribute to foreign gambling outflows.

Covered zones would include entry points, gaming floors, cashier areas and storage rooms for chips and cash.
