Ukraine to Introduce real-time online gambling monitoring system

Ukraine’s Ministry of Digital Transformation has announced that it will develop an online system. This system will track gambling operations and help shape tax policy.

The initiative aims to improve transparency and compliance in the legal gambling market. It also seeks to reduce activity in the shadow sector. The new system will record every bet in real time. It will log returns and winnings. It will also provide open-access data on market volumes.

Public consultations will happen on 21 July. These will be online. IT companies are invited to help design the system. Registration for the consultation closes on 18 July.

According to the Ministry, the goal is to build a user-friendly, efficient monitoring infrastructure that can meet the needs of both industry and regulators. Besides that, officials highlighted the importance of stakeholder collaboration to ensure the system’s effectiveness once implemented.

The announcement comes after big changes in Ukraine’s gambling rules. The Cabinet of Ministers shut down the old regulator, the Commission for the Regulation of Gambling and Lotteries. They then set up PlayCity. The creation of PlayCity’s monitoring system shows the country’s efforts to modernise its regulatory framework.
